It provoked new questions over why Biden still had classified information from his time as a vice president; how material, typically treated with extreme care by federal employees, ended up at his private residence; and whether it was secure from prying eyes in the years it was there.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_86D8B389-6016-08E9-9BB1-DC8FBF7FB6C7@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">The new discoveries led to some <a href="https://apadanamedia.org/bidens-document-scandal-eats-away-at-efforts-to-hold-republicans-accountable/" target="_blank" rel="noopener">pointed criticism</a> of the president even among Democrats. The White House’s management of the controversy, which has fed the classic drip, drip cycle of a slowly emerging Washington scandal, has distracted from a period of political success for the president and offered openings for the new Republican House majority.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_EC79E90D-5C3C-946B-C75C-DC8FBF835B05@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">“When that information is found, it diminishes the stature of any person who is in possession of it, because it’s not supposed to happen,” Senate Majority Whip Dick Durbin said on <a href="https://apadanamedia.org/how-white-house-missteps-exacerbated-bidens-classified-documents-headache/" target="_blank" rel="noopener">CNN’s “State of the Union”</a> on Sunday. “Whether it was the fault of a staffer or an attorney, it makes no difference. The elected official bears ultimate responsibility,” the Illinois Democrat added.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_C7A9D577-F48A-E843-AFF7-DC8FBF864ABA@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">Durbin, like other Democrats, also tried to draw sharp comparisons between Biden’s cooperation with the Justice Department and Trump’s months of apparent obfuscation and even potential criminal obstruction over his own, larger haul of classified documents. Top Republicans, however, sought to deepen Biden’s discomfort by leveraging the opportunity he offered to his political foes.</p>

That really ratchets the investigation.”</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_2F8638D0-0B89-63C1-6E0B-DC8FBF8E7998@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">While there are nuanced legal distinctions between the Biden and Trump cases, many voters may simply perceive both to be about the broader issue of classified material kept by Biden and Trump. And while years from now, when the current president’s legacy is assessed, his current embarrassment may be a mere blip, it represents a huge break for Trump’s 2024 campaign since it appears to defang one of the most potent early attack lines against him.</p>
<h2 id="paragraph-f4b67a69-0321-31b9-d51c-dc900492e5a1" class="subheader" data-editable="text" data-uri="archive.cms.cnn.com/_components/subheader/instances/paragraph_F4B67A69-0321-31B9-D51C-DC900492E5A1@published" data-component-name="subheader">White House tries to dampen controversy</h2>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_A7E65253-CC2F-F5F0-0FAC-DC8FBF9D969B@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on"><a href="https://apadanamedia.org/unforced-errors-a-white-house-facing-a-fresh-crisis/" target="_blank" rel="noopener">The 13-hour FBI visit </a>to Biden’s Wilmington, Delaware, home was made public by Biden’s personal lawyer on Saturday evening, who said the Justice Department took away “six items consisting of documents with classification markings and surrounding materials, some of which were from the President’s service in the Senate and some of which were from his tenure as Vice President.” The department also took away some personally handwritten notes from the vice presidential years, lawyer Bob Bauer said in the statement.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_BC2B30A6-2A67-E86E-4F2C-DC955A5526F3@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">This was after approximately 20 documents were previously found by the president’s lawyers at Biden’s home and in an office he used in Washington after leaving the vice presidency.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_68F51B3F-64FB-3BC0-550B-DC8FBFA2D884@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">Richard Sauber, a senior White House lawyer, wrote in a statement on Saturday that Biden had been “committed to handling this responsibly because he takes this seriously” and he and his team worked “swiftly to ensure DOJ and the Special Counsel have what they need to conduct a thorough review.”</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_DBA1AE24-CB53-6E92-3B64-DC9602056D86@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">This is a clear attempt to distinguish the president’s situation from that of Trump, who resisted attempts to get him to hand over classified information at his Mar-a-Lago residence, apparently misled investigators over what he had, accused the FBI of planting incriminating information and claimed he had already declassified it, even though there was no sign of the kind of paper trial that would suggest such a procedure.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_A0D8849F-9959-948F-B5FC-DC8FBFA68E11@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">Among the potential charges facing Trump in his own special counsel probe is obstruction of justice. Biden’s conduct doesn’t appear to suggest he faces similar exposure, even if he were not protected by interpretations of past Justice Department guidance that sitting presidents are shielded from prosecution.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_1090731D-ED1D-448E-F40B-DC8FBFAA60F0@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">In theory, it’s possible to see an eventual justification for prosecuting Trump, on obstruction for instance, if the evidence merits such a step, and for Biden to escape censure. But while such legal distinctions may exist, the political fallout of such a course would be inflammatory. The question of whether to prosecute Trump as an ex-president and current 2024 White House candidate – over the documents saga and his role ahead of the US Capitol insurrection in 2021 – was already radioactive. Any perception that he was being treated differently than Biden, with the two rivals potentially opponents in 2024, would create a political inferno that Trump would be sure to exploit.</p>
<h2 id="paragraph-2f943a33-5e41-763a-50c4-dc9030ab0b03" class="subheader" data-editable="text" data-uri="archive.cms.cnn.com/_components/subheader/instances/paragraph_2F943A33-5E41-763A-50C4-DC9030AB0B03@published" data-component-name="subheader">The drip, drip of scandal</h2>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_3F7ADEAA-D908-FD65-8BFB-DC8FBFB8DAFA@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">Saturday’s discovery of new documents represented the latest instance where subsequent events – including the discovery of more classified material – followed attempts by the White House and the president to minimize the affair.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_5EA03881-F6DB-9517-551F-DC8FBFC23A33@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">After Biden previously implied that classified documents found in his garage were safe because it was locked to protect his beloved Corvette, he told reporters who asked him about the situation on Thursday that “there’s no there, there.”</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_EEAEB66A-94F4-BB09-9939-DC8FBFC7B981@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">Yet the next day, the FBI investigators who searched his Wilmington home with his legal team present found more classified material in a way that further blurred the distinctions between his case and Trump’s. While Democrats have defended the president, there have been clear indications of concern and even frustration among his allies in Congress that the White House hasn’t already put a lid on the controversy.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_6FA1E43A-E883-67A0-49CA-DC97AC25A1F1@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">Virginia Democratic Sen. Tim Kaine, for example, on Sunday said important questions remained even though the president was cooperating with the probe.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_BC743839-681E-5B43-9A46-DC8FBFCC22A8@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">“So that’s why there needs to be this independent investigation. … How many documents are we talking about? Dozens, a handful or hundreds? How serious are they? Why were they taken? Did anyone have access to them?” Kaine said on CBS’s “Face the Nation.”</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_B6CFF214-CF79-F76E-ED25-DC8FBFD1E7F7@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">West Virginia Sen. Joe Manchin – who sometimes takes positions that clash with Democratic Party’s leaders, partly due to the popularity of Trump in his native state – was critical of Biden and also demanded answers.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_198A7F57-72AA-771E-A6D9-DC8FBFD6F9CF@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">“It’s unbelievable how this could happen. It’s totally irresponsible,” he told CNN’s Bash. “What should be done is exactly what (Attorney General) Merrick Garland did. Put the special counsel. Let’s wait and see. Some people are taking sides. ‘OK, it was more egregious than what President Trump did and what President Biden did.’ And maybe that’s true. I don’t know. Maybe it’s not true. Let’s find out.”</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_B85A758A-E54B-29AA-4E90-DC8FBFDCA896@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">Friday’s FBI search, and the Biden legal team’s apparent cooperation, appears to take away one of the chief talking points from Republicans – that Trump was treated unfairly because his property was “raided” and Biden’s wasn’t. The GOP was using this line even though the search of Trump’s Mar-a-Lago last year was authorized by a court warrant that required the FBI to convince a judge that there was probable cause to think that a crime may have been committed.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_90B2C9E7-EE4A-99B0-4FCE-DC8FBFE2700B@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">But few Republicans have mentioned such distinctions. Florida Sen. Rick Scott tweeted, “Think about this—Joe Biden has had classified documents lying around his home for YEARS with no explanation or accountability as to why.” Among multiple other gloating tweets from Republicans, Missouri Sen. Josh Hawley added: “Sounds like a pattern of serial contempt for the law. The American people have a right to know what was in all these documents Biden was illegally hoarding. And who else had access to them.”</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_EDA5CE00-50A3-AA49-B554-DC8FBFE80309@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">The GOP’s glee reflected the extent to which there’s now an opening for Republicans and a striking piece of luck for Trump after a lackluster start to his 2024 presidential campaign.</p>

But will the worst political system apart from all the others keep up its lead in the year ahead?</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_4E5A3321-FAD4-A64E-A934-76F61E958CBD@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">In the US last year, midterm election voters <a href="https://apadanamedia.org/the-most-underdiscussed-fact-of-the-2022-election-how-historically-close-it-was/" target="_blank" rel="noopener">repudiated</a> Donald Trump’s election-denying extremist candidates; now the former President’s reelection campaign – which is based on lies about 2020 – faces an existential crisis. Congress also passed a new law designed to make it harder for sore loser presidents like Trump to mess with the Constitution. In another blow to populist extremism, Brazilian voters ousted one of Trump’s proteges, former Brazilian President Jair Bolsonaro. And in April, <a href="https://apadanamedia.org/macron-heads-to-the-white-house-for-first-state-visit-of-the-biden-administration/" target="_blank" rel="noopener">French President Emmanuel Macron</a> defeated far right challenger Marine Le Pen.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_4FB88832-F9CC-05DF-40A9-76F61E976E6C@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">As democracies showed resilience, autocrats lost momentum in several countries last year. Soon after securing a norm-busting third term, <a href="https://apadanamedia.org/as-anger-rises-and-tragedies-mount-china-shows-no-sign-of-budging-on-zero-covid/" target="_blank" rel="noopener">Chinese leader Xi Jinping</a> was embarrassed by nationwide outcry and forced to abandon a controversial “Zero Covid” policy. Iran’s clerical regime is still being rattled by <a href="https://apadanamedia.org/iran-protests-southampton-woman-raises-awareness-of-revolution/" target="_blank" rel="noopener">a furious protest movement</a>. And the pitfalls of surrounding yourself with yes men were exposed by Russian leader Vladimir Putin’s miscalculated “special operation” in Ukraine, which has raised the profile of Ukrainian President Volodymyr Zelensky as a champion for democracy and revived the West’s Cold War alliance.</p>

<p>Here’s what we think will shape the year.</p>
<p>A House Republican majority, in which radical conservatives now have disproportionate influence, will try to throttle Biden’s presidency and ruin his reelection hopes. By driving McCarthy’s speakership bid to the brink, pro-Trump conservatives have already shown they will not be stopped. Governing could therefore be impossible and a likely standoff with the White House over raising the US borrowing limit later this year could turn into an economy-wrecking disaster.<br />
Spare a thought for Attorney General Merrick Garland, whose decision on whether to charge Trump with a crime is one of the most fateful in modern politics. Trying the ex-President would tear open old political wounds and would further damage legal and governing institutions politicized by Trump. Yet a failure to prosecute could set a precedent that hands ex-presidents impunity and fractures the principle that everyone is equal before the law.<br />
Like it or not, Trump has pitched America into the next presidential campaign. But his limp launch, bleating over his 2020 election loss and the poor track record of his hand-picked election-denying candidates in the midterms diminished his aura. Potential alternative Republican figureheads for populist, nationalist culture war politics, like Florida Gov. Ron DeSantis, are emerging. Biden meanwhile may give Americans a new piece of history – a reelection campaign from a president who is over 80. His strongest card is that he’s already beaten Trump once. But that might not help him against a younger challenger like DeSantis.<br />
Russia’s invasion of Ukraine showed how global events can redefine an American presidency. But as the war grinds on, Biden’s capacity to stop it from spilling into a disastrous Russia-NATO clash will be constantly tested. He has his hands full: An encounter between a Chinese jet and US military jet over the South China Sea over the holiday hints at how tensions could boil over there. And nuclear crises are building with Iran and North Korea.<br />
In 2022, 40-year-high inflation and tumbling stock markets coincided with historically low unemployment rates in an odd economic mix. The key question for 2023 will be whether the Federal Reserve’s harsh interest rate medicine – designed to bring down the cost of living – can bring about a soft landing without triggering a recession.</p>

Whether it be <a href="https://apadanamedia.org/sen-chris-murphy-doesnt-think-democrats-have-60-votes-for-assault-weapons-ban/" target="_blank" rel="noopener">Democrats’ historically strong performance</a> for a party in power during a midterm or the lack of Senate incumbents losing, the takes have been aplenty.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_855ABA0F-4152-DAB5-04CE-49DBC75118BD@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">But perhaps the most important lesson as we <a href="https://apadanamedia.org/maricopa-judge-allows-narrow-part-of-kari-lakes-arizona-election-lawsuit-to-head-to-trial/" target="_blank" rel="noopener">head into the 2024 cycle</a> hasn’t gotten enough oxygen: the closeness of the 2022 midterms. Indeed, an examination of the data reveals that 2022 was a historically close election in a historically divided era.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_7DFA563E-9386-42E7-6434-49DBC75251A9@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">Let’s start with seat counts in governorships and in the House and Senate. Post-election, neither party dominates. Republicans have maintained the thinnest majority of governorships (52%) and House seats (51%). Democrats <a href="https://apadanamedia.org/senate-passes-bill-to-protect-same-sex-and-interracial-marriage-in-landmark-vote/" target="_blank" rel="noopener">will control the Senate</a> with a bare majority (51% of the seats).</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_83F98C64-617C-6EF0-F4BA-49DBC753B5F4@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">It’s not unusual for any one of these (governorships, House seats or Senate seats) to be narrowly split. After all, we’ve just had two years in which each party has held 50 Senate seats.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_9A20D0A7-D381-A6EB-1C09-49DBC754DF9F@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">What is unusual is to have all three be so closely divided. By my count, this is apparently the first time since the popular election of senators (1914) when neither party will hold more than 52% of governorships, House seats or Senate seats.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_9FF7D5B9-92CE-2506-56AB-49DBC755B761@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">When you examine the vote counts from the 2022 election, the closeness becomes even more apparent. Republicans <a href="https://apadanamedia.org/why-voters-dont-want-biden-or-trump-but-might-get-them-anyway-in-2024/" target="_blank" rel="noopener">won the House popular vote</a> by less than 3 points and would likely have won by about 2 points had both parties run candidates in every district. That would have been <a href="https://apadanamedia.org/that-certainly-didnt-help-gop-blame-game-spreads-after-midterm-shortfalls/" target="_blank" rel="noopener">the second-closest midterm margin</a> in the House popular vote in the last 70 years.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_9DC1F254-7F1C-99E6-8BE9-49DBC7562430@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">The popular vote margins in governor’s and Senate races this year were even closer. There were 36 gubernatorial races in 2022, with Democrats winning more votes cast for governor in total than Republicans – by less than 0.3 points.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_25E2C371-FE0B-5CD6-FC57-49DBC757C719@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">That margin was the closest in midterm- or presidential-year gubernatorial races since at least 1990.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_A10420FE-E144-E44D-4B29-49DBC75777BF@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">The margin in Senate races was still tighter. Republican candidates for Senate won more votes than Democratic candidates – by 0.1 points. Democrats likely would have gotten more votes had they run a candidate in Utah instead of endorsing independent Evan McMullin.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_E34C58B2-AFCE-9081-727A-49DBC75813B5@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">Still, the 0.1-point popular vote margin was the closest in Senate races in any election since at least before the beginning of World War II.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_081A79BB-8146-689E-F7EA-4A4ED0BEACAD@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">Not every state held gubernatorial and Senate races this year, but those that did were well representative of the country as a whole when looked at together. They collectively voted for Joe Biden in 2020 by a margin comparable with his actual national popular vote advantage.</p>
<h2 id="paragraph-5a77176d-9d13-67d8-9763-49dbeaecfa81" class="subheader" data-editable="text" data-uri="archive.cms.cnn.com/_components/subheader/instances/paragraph_5A77176D-9D13-67D8-9763-49DBEAECFA81@published" data-component-name="subheader">A growing divide</h2>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_D336434A-B679-69D8-1FB6-49DBC75A36FC@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">What makes the closeness of the 2022 elections especially notable is how it exemplifies an electorate that has been quite divided for nearly 35 years.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_0EAE912B-44F8-78BB-E8D9-49DBC75B9D93@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">We have not had a presidential election in which the popular vote was decided by double-digits since 1984. This streak of single-digit elections is the longest since most states began popularly electing presidents in the 1820s.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_F69B4D0B-19E0-2FD7-80B8-49DBC75CF6A3@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">The largest margin in the House popular vote since 1984 was the nearly-11-point win Democrats notched in the 2008 election. In fact, the last time the House popular vote margin was 11 points or more was 40 years ago, in 1982. We haven’t seen such a string of close results in the House popular vote in 200 years.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_2570B9D7-15A6-54A1-6B74-49DBC75D5DFF@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">Political scientists have debated the reasons for this tight set of recent elections. Arguably, the best explanation is political polarization. The era of liberal Republicans and conservative Democrats is mostly gone now. The pool of swing voters has, accordingly, shrunk.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_78E282AF-89FB-D763-05A7-49DBC75EAF95@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">But that hasn’t made swing voters any less valuable today. These voters, who go back and forth between the parties, remain highly sought after by Democrats and Republicans, and they can make all the difference. For instance, a number of purple states (such as Nevada, New Hampshire and Wisconsin) elected candidates of different parties for governor and senator this year.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_4F76D1E6-7203-54E5-84AF-49DBC75F646F@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">The 2024 election will undoubtedly see both parties trying to win over these swing voters. The early read suggests neither party can feel secure about their chances. You can find polls that have Biden (the likely Democratic nominee) and his likely Republican opponent (either former President Donald Trump or Florida Gov. Ron DeSantis) within a few points of each other among this group.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_284C751B-C8DF-EA77-B1E9-49DBC760ABD7@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">The bottom line is: Neither party has a lasting majority from the public. That was true in the historically close election of 2022 and in the historically divided era of the last 35 years. And it could very well also be also true in the next presidential election.</p>

<p>It’s not clear who is responsible for sending the migrants to the Naval Observatory, where the vice president’s residence is located, though CNN reported earlier this year that Texas Gov. Greg Abbott had sent buses of migrants north, including to a location outside Harris’ home. CNN has reached out to Abbott’s office for comment on the latest arrivals.</p>

She described Trump as insane.</p>

<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_BFB5C061-6964-FAE8-9607-182D78E1EF60@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">“Chuck was masterful,” Pelosi said of the meeting, in which Schumer prompted Trump to make the declaration that he would shut the government down.</p>

A Biden versus Trump race would raise questions over whether a bitterly polarized political system, where democracy itself is at stake, has lost the capacity for self-renewal that has always been an American strength. And it would suggest that the heady appeal of an outsider, which produced presidents in 1992, 2008 and 2016, has for now been kept at bay.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_91FA7496-30CA-3128-D190-1376B959918D@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="on">Of course, it’s early. And <a href="https://apadanamedia.org/that-certainly-didnt-help-gop-blame-game-spreads-after-midterm-shortfalls/" target="_blank" rel="noopener">the 2022 midterms</a> offer a still fresh reminder that in a volatile, partisan age shadowed by crises at home and abroad, logic, history, polls and pre-race predictions months ahead of time often don’t count for much.</p>

The CNN poll shows that when GOP voters are asked who they’d prefer, 47% have an alternative in mind. Nearly 4 in 10 of them pick Florida Gov Ron. DeSantis, who is untested on a national stage but already looms as a big threat to the former president.</p>

Trump’s so-far lackluster campaign, which looks like it was declared to make it easier for him to portray criminal probes into his conduct as persecution, isn’t convincing anyone so far.</p>

The same can be said for House Republican leader Kevin McCarthy, who has found ways not to condemn Trump’s recent associations with extremists in his desperate bid to win the speaker’s gavel next month.</p>

His previous two presidential campaigns fizzled early and his 2020 effort was in disarray until a win in the South Carolina primary rescued his White House hopes. Heading into the midterms, the conventional wisdom was that Biden’s low approval ratings and raging inflation would deal him a devastating blow. But the Republican red wave never came and Democrats added a seat to their narrow Senate majority – even if the White House’s relief did obscure the liability it will face from a radical GOP-controlled House with investigative powers.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_C95D7200-E573-9505-F0F3-1376B9B0A5F7@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">So a president who has constantly defied expectations about his political vitality is unlikely to pay much attention to polls that suggest voters want someone else. Biden also recently reinforced his firewall against a primary challenge by shaking up the Democratic primary season, downgrading the Iowa caucuses – where he’s never done well – and elevating his beloved South Carolina to the first spot in the primary race. The lack of a strong alternative Democrat also helps Biden. Vice President Kamala Harris hasn’t performed strongly enough to have her party clamoring for Biden to step aside in her favor. And other Democrats with an eye on the White House will be loath to damage a sitting president of their party.</p>

And economic indicators this week, which showed the high cost of living might be cooling, could also insulate Biden.</p>

And the oldest president in US history will have to confront the age issue every day. Republicans will seize on any slackening of the campaign trail pace, or even a cold, as proof he’s unfit for a second term. And while Biden appears healthy, the chances of an adverse event increase for people in their 80s.</p>
