The Iranian army has been successful in its evolution in relation to the current developments in the world with the sacrifice of your officers, non-commissioned officers and individuals, and has become acquainted with the techniques and secrets of war today and has achieved satisfaction.
Our wish is that with the approval of God Almighty and the efforts of the armed forces, more success will be achieved in the way of the greatness and exaltation of the dear homeland.
Foundation of the Imperial Army of Iran – When Reza Khan Mirpanj became Minister of War, he took control of three military forces in Iran: A. The Cossack Brigade 7856, of which 302 Iranian officers, 66 non-commissioned officers and 37 Russian officers, B. 8400 gendarmes, of which 190 Iranian officers and 22 Swedish officers – Southern Riflemen  with 5400 soldiers, 19 Iranian officers, 256 sergeants and part-time officers and 147 British officers. Reza Khan dismantled the Minister of War of the Southern Riflemen. The gendarmes’ paramilitaries united with the Cossack brigade and expelled all the foreign officers. On the 16th of January 1300, Reza Khan Mirpanj, commander of the Sepah, commander-in-chief of forces and minister of war, with his many efforts around the clock, was able to increase the number of Iranian troops to 30,000 and give the “general order” of the number one army he had killed. The general decree depended on other decisions, such as the conscription law, the creation of a tax system to provide military funding, the military school system for training soldiers and officers, the health care system for the military, the construction of the country, and the establishment of a wireless communication system. The administrative system of the army, the establishment of a weapons factory for the army, the establishment of an academy to extract foreign words from the Persian language, and so on. General Rule Number One

1. 4- Considering that the outlines of the army should be studied and consulted in the presence of the officials, I order the powerful commander to recognize the following officials under his leadership and to perform the duties related to this matter collectively. .

6- At this time, when it is ordered to maintain the concentration of the army, in order to maintain the definite internal order, we divide the regions of Iran into five regions and allocate a division for each region, whose centers are Tehran, Tabriz, Mashhad, Isfahan and It will be Hamedan, and since I have ordered separate elements of the war for each of the centers, the branches in the districts must express all their content to the elements of the war in their area and take up the task. The set of elements of the component armies will also refer to the elements of the whole army.
7- The elements of the war of the whole army should immediately enter the formation of the elements of the war of the military centers and report the result of their actions to me. 
8- The meaning of the above orders will be implemented immediately from today.
The organization of the next pillar of my army will be as follows:
A- The Adjutant Circle of the whole army, which will be headed by Lieutenant Colonel Ali Khan Riyazi.
B- The second unit of the military operation, which is headed by Colonel Mohammad Hossein Mirza.
C- The third department of directorate, the head of which is the elected commander.
D- The fourth correct circle of the army, which will be headed by Sardar Amir Alam.
E- The Fifth Battalion of the Army, headed by Lieutenant Colonel Mushir Alam.
The heads of the above departments will form their branches immediately in accordance with the separate orders given.
Colonel Azizullah Khan was appointed as the director general of the army schools and immediately organized all the military schools in the Masoudiyah mansion  and will report his views on the new organization of the school.

C- The third part of the Qorkhaneh Command Office was headed by Lt. Col. Ismail Khan Shafaei. Formation of divisions in the center and cities
Division 1 was organized under the command of Sardar Sepah in Tehran and its headquarters was given to Lt. Col. Ismail Shafaei. – 2nd Division Northwest – was organized under the command of Major General Ismail Fazli in Tabriz and its headquarters was given to Mohammad Hossein Mirza Firooz. Division 2 Organization includes: 1- Cossack Mixed Brigade 2- Ardabil Mixed Brigade 3- Tabriz Gendarmerie 14th Regiment 4- Zanjan 13th Gendarmerie Independent Battalion
– 3rd Khorasan Division – was organized under the command of Major General Hossein Khazaei in Mashhad and its headquarters was entrusted to Lt. Col. Mohammad Hossein Mirza Jahanbani. Three Khorasan Division Organization includes: 1- Mixed part (Atriad) of Khorasan Cossack 2- Astarabad 10th Gendarmerie Regiment 3- Sedeh Soldier Regiment and Ghaen Soldier Regiment and Sistan Artillery Division
– 4th Division – was organized under the command of Major General Mahmoud Ayram in Isfahan (Isfahan) and its headquarters was headed by Colonel Heidar Gholi Pesyan. The organization of the 4th Division includes: 1- Isfahan Cossack Mixed Unit (Atropad) 2- Isfahan Gendarmerie No. 6 Regiment 3- Kashan Independent Battalion.
Division 5 – was organized under the command of Major General Ahmad Amira Ahmadi in Hamedan and its headquarters was given to Colonel Abdul Razzaq Afkhami.
